Producers
Producers are to be understood as economic operators which provide for the processing of polymeric materials such as the manufacturers of secondary and tertiary packaging and related semi-finished products, as well as importers of secondary and tertiary packaging empty and related semi-finished products, as well as the suppliers of materials for the manufacturing of packaging.

Users
Users are to be understood as economic operators that ensure the filling of secondary and tertiary packaging in plastic material, such as retailers and distributors of packaging filled and / or empty; and importers of non-primary packaging filled plastic.

Recyclers / Regenerators
Recyclers and regenerators are economic operators who provide reprocessing, in a production process of the waste secondary and tertiary plastic packaging for their original purpose or for other purposes, but excluding energy recovery, or using waste plastic secondary and tertiary packaging to generate secondary raw materials or products through the treatments permitted by law.

Collectors
Collectors are economic operators dealing with collection and transportation of waste primary and secondary plastic packaging to private surfaces and non private areas, and possibly their rehabilitation.

It is not allowed to participate in the Consortium on multiple categories.


Definitions
Sales packaging or primary packaging
Packaging conceived so as to constitute, in the point of sale, a sales unit for the end user or for the consumer

Packs or secondary packaging
Packaging conceived so as to constitute, in the point of sale, the grouping of a number of sales units, regardless of whether it is sold as such to the end user or to the consumer, or which serves merely to facilitate the supply of the shelves in the point of sale. It can be removed from the product without affecting its characteristics.

Transport packaging or tertiary packaging
Packaging conceived so as to facilitate handling and transport of goods, from raw materials to finished products, or of a number of sales units or grouped packaging units, in order to prevent physical handling and transport damage.

The term does not include road, sea nor air containers.
